To effectively compete with the other major economic powers, the United States and the countries of the Former Soviet Union (FSU) must convert their now excessive military resources to productive civilian use and redirect and deploy massive technological and production capabilities, and large numbers of people. This predicament is the focus of this book.

The book shows how proven systems analysis techniques can be applied to the problems of capital depletion in the USA and FSU. It also provides case studies by American, Russian and Ukrainian experts on current conditions in the FSU as well as discussions of the successes and failures of the first defense conversion efforts.

This information is vital to anyone concerned with international investments, international policy, the global economy and the stability of the FSU as a contributing factor to world peace.

The book contains a summary of important recent developments in defense conversion with emphasis on nuclear weapons control, the central problem of the Cold War. Nuclear defense conversion is greatly complicated by the intimate relationship between civilian and military applications of nuclear energy and the great scale-up in military destructiveness of nuclear weapons. This difficult issue is dealt with in several chapters: "Nuclear Technological Perspectives" (Green), "Plutonium Options" (Landis), "Plutonium: Military and Civilian" (Panofsky), and "Nuclear Options: Russian Perspectives" (MINATOM).

Some of the promising defense conversion examples that are described in this work include Global Positioning System; Aeroderivative Gas Turbines; Environmental Measurements with Optical Systems; Electronic hardware; Computer software. Other representative chapters cover Conversion of Military-Industrial Complexes of Russian and Ukraine; Utilization of Military Stores; and Fire Suppression.

About the Editor
A graduate research professor at the University of Florida since 1963, Alex Green has made contributions in atomic, nuclear, particle, radiation and atmospheric physics and in interdisciplinary policy study, combustion and fire suppression. In the last two decades, he has focused on problems related to major national issues such as anthropogenic emissions and defense conversion.

Professor Green received the Truman Medal of Freedom for important applications of Operations Analysis to military problems in World War II.
